Abstract: Addressing social vulnerability is an increasingly applied focus in evaluating the effectiveness of flood mitigation investments. However, persistent challenges inhibit the advancement from generalized to context-specific social vulnerability metrics, due to a combination of path dependence and methodological limitations in accounting for uncertainty, compounding vulnerabilities, scale dependence, and spatial nonstationarity. This presentation profiles research pathways to overcome these challenges, toward developing a new generation of social vulnerability indicators tailored to specific use cases in flood adaptation modeling, planning, and policy.
